“President Reagan initiated the position of Assistant To The President For Management And Administration within the ganglia of centripetal White House offices; President George H.W. Bush elevated it in rank and made it directly accountable to the chief executive. Mr. Bush then made this officer responsible for the largest unit in the modern White House, the Military Office. He also gave his assistant for management and administration supervisory authority over the Office of Administration (OA) -- the unit in the Executive Office of the President that President Carter had created by executive order in 1977 to consolidate Executive Office administrative functions.
…. Few in the public know-and few even in the White House realize the extent to which the president is given hour-to-hour service by men and women of the U.S. military. Since the president is commander in chief, military support for the presidential office is everywhere in the White House establishment; indeed, the military group is the largest part of the White House staff family. It is also quiet, professional, and-except on a few occasions-almost out of sight. The White House Military Office reports to The Assistant To The President For Management And Administration. Hey, that post re: the WHMO looks familiar.
So, er, um... And since "The White House Military Office reports to The Assistant To The President For Management And Administration." Anyone wondering yet why the guy who whispered into Bush's ear at Booker Elementary (i.e. THE CHIEF OF STAFF) wasn't on the horn with the WHMO or the Asst. to the President for Management & Administration. Or at the very least, why don't we have any record regarding the existence or non-existence of such communication? Same reason the 911 Commission couldn't take notes while interviewing Bush & Cheney? I shouldn't even add this because I can't back it up, but about 100 years ago (to my memory, that is), I read somewhere that Andy Card whispered, "They want us to stay put for 30 minutes." That's why Bush had no response to Card's message.

But there was no inquiry into Card's actions; much less an explanation regarding Rove's actions that day--what was his official role, etc. Doyle Brunson (World Champion Poker Player): "When in doubt; raise." The idea is to keep working methodically up the chain of command, preparing a line of questions as well as a judicial foundation and applying enough force on the right principals, under oath with the stakes raised as high as possible (e.g. something Washington wanted to do with Arnold had he caught him) -- forcing them to sing like canaries. |
