Warren County On The Cvr Options

Here is the PDF of the CVR including the specification of the noises.

At 09:41:20.7 there is the description of "Cycling through the VHF radio frequency selector. Activating various frequencies"
At 09:41:33.0 Warren County ATIS is being received.
At 09:48:57.2 Warren County Tower starts.

Is it possible that Warren County is being received accidentally after cycling through the VHF radio freqency selector?
If this is the case, is it also possible that the Warren County Tower starts(automatically)?

I guess Warren County is the Lebanon-Warren-County Airport in Ohio?

That´s confusing. Warren county airport does not have an ATIS frequency. It is also not clear to me what is meant by "Warren tower ATIS" as opposed to "Warren county ATIS". Presumably this is meant to be the same. The nearest ATIS would be 125.800 Cox – Dayton ATIS, or Cleveland.

Admitting Youngstown-Warren regional Airport had an ATIS,
admitting any kind of airport nearby there that day had an ATIS,
the FAA state that ATIS CAN TRASMIT AT A MAXIMUM OF 25000 feet AGL

ATIS transmissions on a discrete VHF radio frequency are engineered to be receivable to a maximum of 60 NM from the ATIS site and a maximum altitude of 25,000 feet AGL. At most locations, ATIS signals may be received on the surface of the airport, but local conditions may limit the maximum ATIS reception distance and/or altitude"

while UA93 at 09:41:33.0 was flying at about 31000 feet AGL.
