Some people are extremely organized in the way they record and save data. I'm not one of them. However, I've been digging through some of my old files and have come up with a few things that date back to around 9/11. I thought it might be of interest to some to see what a few of us were thinking at or around the time.

To set the stage, here is the email we (those of us on the cia-drugs yahoo group email list) received from Michael Ruppert on 9/11:

NEW YORK (Reuters) - Authorities in Massachusetts have identified five Arab men as suspects in Tuesday's attack on New York City and have seized a rental car containing Arabic-language flight training manuals at Logan International Airport, a source told the Boston Herald newspaper.

Two of the men were brothers whose passports were traced to the United Arab Emirates, the unidentified source told the Herald. One of the men was a trained pilot, the paper reported on its Web site on Wednesday.

The paper said investigators suspect the two brothers were aboard hijacked United Airlines flight 175, which pilot union officials said was one of the aircraft that crashed into the World Trade Center.

Flight UA 175 left from Boston en route to Los Angeles with 56 passengers on board. American Airlines flight 11 from Boston to Los Angeles crashed into the other World Trade Center tower. Another aircraft hit the Pentagon (news - web sites) and a fourth aircraft crashed in Pennsylvania.

At least two other suspects flew to Logan on Tuesday from Portland, Maine, where authorities believe they had traveled after crossing over from Canada recently, the Herald reported.

Authorities were informed about the rental car by a civilian who got into a fight with several Arab men as they were parking their car, the paper reported.

Does it seem likely that terrorists would have flight training manuals with Arabic writings in the car they left at the airport?  Do you think they needed to bone up on their training at the last minute?

The psy war programmers know the AMERICAN public is not that bright.  Therefore they elected to use the photo of Oswald holding up the communist newspapers and the rifle used the kill the president to convict in the minds of the public.

In the same manor a blue jogging suit of the same color as that seen by OKBOMB witnesses on "2 mid eastern looking men running toward a brown truck" that was parked several spaces in front of the RYDER truck which was broadcast live one minute after the blast (thanks to Jerry Bohnen the close news director friend of Ted Shackley) which soon became an APB was sufficient to convict in the minds of the AMERICAN people.  Intelligent people would question why someone who planned mass murder would pack the clothes they wore for the crime for an international trip.  Electrical tools and advanced missile manuals were thrown in the suitcase for good measure.

This PRIMARY SCAPEGOAT SCENARIO was abandoned for ONE MAN DID IT ALONE when all the bombs inside the Murrah did not detonate and the damage pattern was not believable on the international stage.  The big problem for the bombers was destroying the crime scene which was accomplished with the help of C0-PROSECUTOR Steven Jones in 22 days.  That is a record exceeded only by the destruction of the crime scene at Waco.

With America on top security alert, the FBI was hunting yesterday for six men carrying Israeli passports and plans of a nuclear power plant and the Trans- Alaska oil pipeline who were picked up by police in the Midwest US over the weekend but then released, The Times reported.

The incident is thought to be connected with the latest FBI alert and senior intelligence officials are furious that the men were set free before they could be fully questioned.

The men were travelling in two groups of three in white cars when they were pulled over by police officers in the Midwest. Security officials have refused to disclose further details.

The men were searched and questioned and the state officers discovered detailed plans and photographs of a nuclear power plant in Florida, along with box cutters — the weapons used in the September 11th attacks — and other equipment.

The men, who appeared to be of Middle Eastern origin and held Israeli passports, were then interviewed by immigration officials. When their passports and visas were found to be in order the officers, who were not aware of the country's imminent security alert, let the men go without first calling in the FBI to question them more thoroughly.

Vital evidence in the fight against organised crime and terrorism may be lost forever in the rubble of the World Trade Center.

And with millions of dollars in gold bars and art treasures also buried in the wreckage, New York City officials are worried about the foothold gained by organised crime in the cleanup.

Beneath the haunting presence of thousands presumed dead, Ground Zero is rich with documents, guns and other evidence collected by the CIA and US Secret Service.

Both agencies had offices in the twin towers destroyed by suicide plane attacks on September 11.

US Customs and the Bureau of Alcohol, Tobacco and Firearms suffered similar losses.

Somewhere in the rubble are safes containing guns, heroin, cocaine and Ecstasy - evidence from crimes that now may never be prosecuted.

The CIA ordered the World Trade Center Seven building surrounded by FBI agents shortly after it collapsed.

Since then, they have been searching for computers and a safe filled with classified documents.

Rescue workers have found weapons belonging to the Secret Service. Still buried are detailed contingency plans for presidential motorcades in New York and files on investigations that include the closely guarded names of informants in organised crime and terrorism.

Tax investigators based in World Trade Center building Six have lost countless confidential documents.

The Securities and Exchange Commission lost files on several hundred cases.

Government agents are watching construction workers employed in the removal through binoculars as they search.

Meanwhile, a steel "cross" found in the rubble has been adopted by rescue workers as a symbol of faith.

The 6m cross, which fell intact from one of the twin towers, was found early in the search for survivors.

Rescue workers have since made pilgrimages to pray or meditate near it, some etching messages on the metal.

This week, workers hoisted the cross atop a 12m-high foundation and stood quietly as it was blessed with holy water.

Few other identifiable items have been recovered from the wreckage. But with such valuable and sensitive items buried, ABC News reported growing concern at the presence of trucking firms and cleanup workers with organised crime connections.

Authorities are investigating claims that Mob-connected truckers stole tonnes of scrap metal instead of taking it to a landfill site for inspection.

Most workers at the site are provided by the Carpenters' Union Local 608, which has longstanding ties to the Genovese crime family.

Some workers have allegedly been forced to pay kickbacks to Mob-connected union officials in order to keep working.

Investigators say the Mob slipped in quickly in the early, frantic days. To the Mafia, the scene of devastation and worldwide shock instantly spelled "money."

"There will be many people asking tonight," he stated, right over the public airwaves, "just what it is we are getting for all those tens of billions of dollars being spent on intelligence."

("The only real news you get about anything really big," stated a journalist of my acquaintance, "comes in the first 24 hours, before they can get the cover-up mechanism in place.")

So, before I forget, I'd like to send a bottle of Man Tan over to Brian Williams' table, for blurting a truth on national television.

After writing a recent book about the tawdry corruption surrounding the career of one of America's most famous CIA agents, who was also and not coincidentally the most successful drug smuggler in history, I feel compelled to blurt out a similar question...

Has the endemic corruption in our national intelligence services contributed to—or even in some sense been responsible for—leaving us helpless before this national tragedy?

Could the truth really be as sordid as a statement I heard from a former NSA operative about the huge US intelligence operation in South America called Operation Condor?

"Operation Condor was the result of years of careful planning designed to take over an entire hemisphere," he had stated, matter-of- factly, "the conquest and then plundering of an entire, nearly virgin, continent, for the benefit of the American intelligence operatives involved in the operation."

Anyone who has brushed up against the minions of this nation's clandestine services these past few decades cannot have failed to notice their pocket-lining preoccupation with gunrunning and massive financial fraud; the unpunished looting of America's Savings and Loans, to cite one example.

Not to mention the narcotics trafficking. (Paging Colin Powell; pick up a white courtesy telephone in the Lima Aero Porto, please.)

Did the cretins with an obsession to increase their market share in the illicit narcotics industry—Plan Colombia, to give it its formal name—keep them from doing the job we are all paying them to do?

Are the guardians of our country's national security apparatus too preoccupied these days with looting the system to waste their time on drudgery which doesn't positively affect their Cayman Island's accounts?

The brutal reality of American life entering the 21st Century was faced almost 2000 years ago by the citizens of Rome, when they looked with despair at the corrupt and swaggering Praetorian Guard which had made a mockery of their once-proud Republic, and asked out loud the question that echoes down to us across the centuries...

"Who will guard the guards?"

In one of the ironies of which history is so full, two days ago the New York Times ran an article headlined "The Bin Laden Movie: Oh Those Wicked Arabs!"

Hey, I'm human. As our pitifully inadequate President might pitifully put it, "I'd like to kick some Arab ass" too.

But as I sit in front of my television with the rest of my countrymen today, I am thinking about none of that; I am riveted in horror, as you are, while I watch helplessly, wondering if the cameras caught that man in white pants on the 97th floor loosen his grip on the ledge, and free-fall 100 stories, like so much human confetti.


I'll just note that in reply Michael Ruppert said, "9/11 wasn't an Intelligence *failure* it was an Intelligence *success*.

The Defense Department is investigating a frightening incident in which the feds let a suspected terrorist slip through their fingers after he was caught snapping photos of security operations at four downtown federal buildings, The Post has learned.

"This is a very intriguing and very important story right now," said a source in the Defense Intelligence Agency - an intelligence gathering and analysis branch of the Department of Defense.

The source told The Post that DIA agents are seeking the pictures the suspect snapped and the fake documents he provided to authorities.

The security lapse took place in June, soon after four henchmen of exiled Saudi terrorist leader Osama bin Laden were convicted in Manhattan federal court for the devastating August 1998 bombings of two U.S. embassies in Africa.

Federal Protective Services cops, who are charged with policing federal properties, nabbed a suspicious man with Middle Eastern features taking the pictures.

The man was taken to 26 Federal Plaza, where his film was confiscated, his visa and passport photocopied and his address noted. He then washanded over to an immigration agent to verify his status, federal sources told The Post.

Immigration officials, however, have no record of the incident. The suspect was then brought to an FBI agent on duty at the time - but the FBI-NYPD Joint Terrorist Task Force was apparently not brought in.

The duty agent released the suspect after deciding there was no legal reason to hold him.

But a few days later, when the film was developed, federal agents panicked.

The pictures revealed close-ups of security cameras, police posts, security checkpoints and exits and entrances at both the new and old Manhattan federal courthouses, 26 Federal Plaza and the federal building at 290 Broadway.

Backtracking, the feds realized the suspect's visa and passport were phony and the address he gave didn't exist.

The FBI and the Federal Protective Services did not immediately return calls for comment last night.

N E W Y O R K, May 1 — In the early 1960s, America's top military leaders reportedly drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba.

Code named Operation Northwoods, the plans reportedly included the possible assassination of Cuban émigrés, sinking boats of Cuban refugees on the high seas, hijacking planes, blowing up a U.S. ship, and even orchestrating violent terrorism in U.S. cities. The plans were developed as ways to trick the American public and the international community into supporting a war to oust Cuba's then new leader, communist Fidel Castro.

America's top military brass even contemplated causing U.S. military casualties, writing: "We could blow up a U.S. ship in Guantanamo Bay and blame Cuba," and, "casualty lists in U.S. newspapers would cause a helpful wave of national indignation."

Details of the plans are described in Body of Secrets (Doubleday), a new book by investigative reporter James Bamford about the history of America's largest spy agency, the National Security Agency. However, the plans were not connected to the agency, he notes.

The plans had the written approval of all of the Joint Chiefs of Staff and were presented to President Kennedy's defense secretary, Robert McNamara, in March 1962. But they apparently were rejected by the civilian leadership and have gone undisclosed for nearly 40 years.

"These were Joint Chiefs of Staff documents. The reason these were held secret for so long is the Joint Chiefs never wanted to give these up because they were so embarrassing," Bamford told ABCNEWS.com.

"The whole point of a democracy is to have leaders responding to the public will, and here this is the complete reverse, the military trying to trick the American people into a war that they want but that nobody else wants."

Gunning for War

The documents show "the Joint Chiefs of Staff drew up and approved plans for what may be the most corrupt plan ever created by the U.S. government," writes Bamford.

The Joint Chiefs even proposed using the potential death of astronaut John Glenn during the first attempt to put an American into orbit as a false pretext for war with Cuba, the documents show.

Should the rocket explode and kill Glenn, they wrote, "the objective is to provide irrevocable proof … that the fault lies with the Communists et all Cuba [sic]."

The plans were motivated by an intense desire among senior military leaders to depose Castro, who seized power in 1959 to become the first communist leader in the Western Hemisphere — only 90 miles from U.S. shores.

The earlier CIA-backed Bay of Pigs invasion of Cuba by Cuban exiles had been a disastrous failure, in which the military was not allowed to provide firepower.The military leaders now wanted a shot at it.

"The whole thing was so bizarre," says Bamford, noting public and international support would be needed for an invasion, but apparently neither the American public, nor the Cuban public, wanted to see U.S. troops deployed to drive out Castro.

Reflecting this, the U.S. plan called for establishing prolonged military — not democratic — control over the island nation after the invasion.

"That's what we're supposed to be freeing them from," Bamford says. "The only way we would have succeeded is by doing exactly what the Russians were doing all over the world, by imposing a government by tyranny, basically what we were accusing Castro himself of doing."

'Over the Edge'

The Joint Chiefs at the time were headed by Eisenhower appointee Army Gen. Lyman L. Lemnitzer, who, with the signed plans in hand made a pitch to McNamara on March 13, 1962, recommending Operation Northwoods be run by the military.

Whether the Joint Chiefs' plans were rejected by McNamara in the meeting is not clear. But three days later, President Kennedy told Lemnitzer directly there was virtually no possibility of ever using overt force to take Cuba, Bamford reports. Within months, Lemnitzer would be denied another term as chairman and transferred to another job.

The secret plans came at a time when there was distrust in the military leadership about their civilian leadership, with leaders in the Kennedy administration viewed as too liberal, insufficiently experienced and soft on communism. At the same time, however, there real were concerns in American society about their military overstepping its bounds.

There were reports U.S. military leaders had encouraged their subordinates to vote conservative during the election.

And at least two popular books were published focusing on a right-wing military leadership pushing the limits against government policy of the day. The Senate Foreign Relations Committee published its own report on right-wing extremism in the military, warning a "considerable danger" in the "education and propaganda activities of military personnel" had been uncovered. The committee even called for an examination of any ties between Lemnitzer and right-wing groups. But Congress didn't get wind of Northwoods, says Bamford.

"Although no one in Congress could have known at the time," he writes, "Lemnitzer and the Joint Chiefs had quietly slipped over the edge."

Even after Lemnitzer was gone, he writes, the Joint Chiefs continued to plan "pretext" operations at least through 1963.

One idea was to create a war between Cuba and another Latin American country so that the United States could intervene. Another was to pay someone in the Castro government to attack U.S. forces at the Guantanamo naval base — an act, which Bamford notes, would have amounted to treason. And another was to fly low level U-2 flights over Cuba, with the intention of having one shot down as a pretext for a war.

"There really was a worry at the time about the military going off crazy and they did, but they never succeeded, but it wasn't for lack of trying," he says.

After 40 Years

Ironically, the documents came to light, says Bamford, in part because of the 1992 Oliver Stone film JFK, which examined the possibility of a conspiracy behind the assassination of President Kennedy.

As public interest in the assassination swelled after JFK's release, Congress passed a law designed to increase the public's access to government records related to the assassination.

The author says a friend on the board tipped him off to the documents.

Afraid of a congressional investigation, Lemnitzer had ordered all Joint Chiefs documents related to the Bay of Pigs destroyed, says Bamford. But somehow, these remained.

"The scary thing is none of this stuff comes out until 40 years after," says Bamford.

It includes the Middle East and most of the Indian subcontinent. The key to controlling Eurasia, says Brzezinski, is controlling the Central Asian Republics. And the key to controlling the Central Asian republics is Uzbekistan. Thus, it comes as no surprise that Uzbekistan was forcefully mentioned by President George W. Bush in his address to a joint session of Congress just days after the attacks of September 11 as the very first place that the U.S. military would be deployed.

As FTW has documented in previous stories, major deployments of U.S. and British forces had taken place before the attacks. And the U.S. Army and the CIA had been active in Uzbekistan for several years. There is now evidence that what the world is witnessing is a cold and calculated war plan - at least four years in the making – and that, from reading Brzezinski’s own words about Pearl Harbor, the World Trade Center attacks were just the trigger needed to set the final conquest in motion.

FTW, November 7, 2001, 1200 PST – There’s a quote often attributed to Allen Dulles after it was noted that the final 1964 report of the Warren Commission on the assassination of JFK contained dramatic inconsistencies. Those inconsistencies, in effect, disproved the Commission’s own final conclusion that Lee Harvey Oswald acted alone on November 22, 1963. Dulles, a career spy, Wall Street lawyer, the CIA director whom JFK had fired after the 1961 Bay of Pigs fiasco - and the Warren Commission member who took charge of the investigation and final report - is reported to have said, “The American people don ’Some Americans do read. World events since the attacks of September 11, 2001 have not only been predicted, but also planned, orchestrated and – as their architects would like to believe – controlled. The current Central Asian war is not a response to terrorism, nor is it a reaction to Islamic fundamentalism. This position is corroborated by Dr. Johannes B. Koeppl, Ph.D. a former German defense ministry official and advisor to former NATO Secretary General Manfred Werner. On November 6, he told FTW, “The interests behind the Bush Administration, such as the CFR, The Trilateral Commission – founded by Brzezinski for David Rockefeller – and the Bliderberger Group, have prepared for and are now moving to implement open world dictatorship within the next five years. They are not fighting against terrorists. They are fighting against citizens.”

Brzezinski’s own words – laid against the current official line that the United States is waging a war to end terrorism - are self-incriminating. In an ongoing series of articles, FTW has consistently established that the U.S. government had foreknowledge of the World Trade Center attacks and chose not to stop them because it needed to secure public approval for a war that is now in progress. It is a war, as described by Vice President Dick Cheney, “that may not end in our lifetimes.” What that means is that it will not end until all armed groups, anywhere in the world, which possess the political, economic or military ability to resist the imposition of this dictatorship, have been destroyed.

These are the “terrorists” the U.S. now fights in Afghanistan and plans to soon fight all over the globe.

Before exposing Brzezinski (and those he represents) with his own words, or hearing more from Dr. Koeppl, it is worthwhile to take a look at Brzezinski’s background.

According to his resume Brzezinski, holding a 1953 Ph.D. from Harvard, lists the following achievements:

Brzezinski is also a past attendee and presenter at several conferences of the Bliderberger group – a non-partisan affiliation of the wealthiest and most powerful families and corporations on the planet.

The Grand Chessboard

Brzezinski sets the tone for his strategy by describing Russia and China as the two most important countries – almost but not quite superpowers - whose interests that might threaten the U.S. in Central Asia. Of the two, Brzezinski considers Russia to be the more serious threat. Both nations border Central Asia. In a lesser context he describes the Ukraine, Azerbaijan, Iran and Kazakhstan as essential “lesser” nations that must be managed by the U.S. as buffers or counterweights to Russian and Chinese moves to control the oil, gas and minerals of the Central Asian Republics (Turkmenistan, Uzbekistan, Tajikistan, and Kyrgyzstan).

He also notes, quite clearly (p. 53) that any nation that might become predominant in Central Asia would directly threaten the current U.S. control of oil resources in the Persian Gulf. In reading the book it becomes clear why the U.S. had a direct motive for the looting of some $300 billion in Russian assets during the 1990s, destabilizing Russia’s currency (1998) and ensuring that a weakened Russia would have to look westward  to Europe for economic and political survival, rather than southward to Central Asia. A dependent Russia would lack the military, economic and political clout to exert influence in the region and this weakening of Russia would explain why Russian President Vladimir Putin has been such a willing ally of U.S. efforts to date. An examination of selected quotes from “The Grand Chessboard,” in the context of current events reveals the darker agenda behind military operations that were planned long before September 11th, 2001.

“…The last decade of the twentieth century has witnessed a tectonic shift in world affairs. For the first time ever, a non-Eurasian power has emerged not only as a key arbiter of Eurasian power relations but also as the world’s paramount power. The defeat and collapse of the Soviet Union was the final step in the rapid ascendance of a Western Hemisphere power, the United States, as the sole and, indeed, the first truly global power… (p. xiii)

“… But in the meantime, it is imperative that no Eurasian challenger emerges, capable of dominating Eurasia and thus of also challenging America. The formulation of a comprehensive and integrated Eurasian geostrategy is therefore the purpose of this book. (p. xiv)

“The attitude of the American public toward the external projection of American power has been much more ambivalent. The public supported America’s engagement in World War II largely because of the shock effect of the Japanese attack on Pearl Harbor. (pp 24-5)

“For America, the chief geopolitical prize is Eurasia… Now a non-Eurasian power is preeminent in Eurasia – and America’s global primacy is directly dependent on how long and how effectively its preponderance on the Eurasian continent is sustained. (p.30)

“America’s withdrawal from the world or because of the sudden emergence of a successful rival – would produce massive international instability. It would prompt global anarchy.” (p. 30)

“In that context, how America ‘manages’ Eurasia is critical. Eurasia is the globe’s largest continent and is geopolitically axial. A power that dominates Eurasia would control two of the world’s three most advanced and economically productive regions. A mere glance at the map also suggests that control over Eurasia would almost automatically entail Africa’s subordination, rendering the Western Hemisphere and Oceania geopolitically peripheral to the world’s central continent. About 75 per cent of the world. Two basic steps are thus required: first, to identify the geostrategically dynamic Eurasian states that have the power to cause a potentially important shift in the international distribution of power and to decipher the central external goals of their respective political elites and the likely consequences of their seeking to attain them;… second, to formulate specific U.S. policies to offset, co-opt, and/or control the above… (p. 40)

“…To put it in a terminology that harkens back to the more brutal age of ancient empires, the three grand imperatives of imperial geostrategy are to prevent collusion and maintain security dependence among the vassals, to keep tributaries pliant and protected, and to keep the barbarians from coming together.” (p.40)

“Henceforth, the United States may have to determine how to cope with regional coalitions that seek to push America out of Eurasia, thereby threatening America’s status as a global power.” (p.55)

“Uzbekistan – with its much more ethnically homogeneous population of approximately 25 million and its leaders emphasizing the country’s historic glories – has become increasingly assertive in affirming the region’s new postcolonial status.” (p.95)

“Thus, even the ethnically vulnerable Kazakhstan joined the other Central Asian states in abandoning the Cyrillic alphabet and replacing it with Latin script as adapted earlier by Turkey. In effect, by the mid-1990s a bloc, quietly led by Ukraine and comprising Uzbekistan, Turkmenistan, Azerbaijan and sometimes also Kazakhstan, Georgia and Moldova, had informally emerged to obstruct Russian efforts to use the CIS as the tool for political integration.” (p.114)

“…Hence, support for the new post-Soviet states – for geopolitical pluralism in the space of the former Soviet empire – has to be an integral part of a policy designed to induce Russia to exercise unambiguously its European option. Among these states. Three are geopolitically especially important: Azerbaijan, Uzbekistan, and Ukraine.” (p. 121)
“Uzbekistan, nationally the most vital and the most populous of the central Asian states, represents the major obstacle to any renewed Russian control over the region. Its independence is critical to the survival of the other Central Asian states, and it is the least vulnerable to Russian pressures.” (p. 121)

Referring to an area he calls the “Eurasian Balkans” and a 1997 map in which he has circled the exact location of the current conflict – describing it as the central region of pending conflict for world dominance - Brzezinski writes: “Moreover, they [the Central Asian Republics] are of importance from the standpoint of security and historical ambitions to at least three of their most immediate and more powerful neighbors, namely Russia, Turkey and Iran, with China also signaling an increasing political interest in the region. But the Eurasian Balkans are infinitely more important as a potential economic prize: an enormous concentration of natural gas and oil reserves is located in the region, in addition to important minerals, including gold."

The world’s energy consumption is bound to vastly increase over the next two or three decades. Estimates by the U.S. Department of energy anticipate that world demand will rise by more than 50 percent between 1993 and 2015, with the most significant increase in consumption occurring in the Far East. The momentum of Asia’s economic development is already generating massive pressures for the exploration and exploitation of new sources of energy and the Central Asian region and the Caspian Sea basin are known to contain reserves of natural gas and oil that dwarf those of Kuwait, the Gulf of Mexico, or the North Sea.” (p.125)

“Kazakhstan is the shield and Uzbekistan is the soul for the region’s diverse national awakenings.” (p.130)

“Uzbekistan is, in fact, the prime candidate for regional leadership in Central Asia.” (p.130)
“Once pipelines to the area have been developed, Turkmenistan’s truly vast natural gas reserves augur a prosperous future for the country’s people. (p.132)

“In fact, an Islamic revival – already abetted from the outside not only by Iran but also by Saudi Arabia – is likely to become the mobilizing impulse for the increasingly pervasive new nationalisms, determined to oppose any reintegration under Russian – and hence infidel – control.” (p. 133).

“For Pakistan, the primary interest is to gain Geostrategic depth through political influence in Afghanistan – and to deny to Iran the exercise of such influence in Afghanistan and Tajikistan – and to benefit eventually from any pipeline construction linking Central Asia with the Arabian Sea.”  (p.139)

“Moreover, sensible Russian leaders realize that the demographic explosion underway in the new states means that their failure to sustain economic growth will eventually create an explosive situation along Russia’s entire southern frontier.” (p.141) [This would explain why Putin would welcome U.S. military presence to stabilize the region.]

“Turkmenistan… has been actively exploring the construction of a new pipeline through Afghanistan and Pakistan to the Arabian Sea…” (p.145)

“It follows that America’s primary interest is to help ensure that no single power comes to control this geopolitical space and that the global community has unhindered financial and economic access to it.” (p148)

“China’s growing economic presence in the region and its political stake in the area’s independence are also congruent with America’s interests.” (p.149)

“America is now the only global superpower, and Eurasia is the globe’s central arena. Hence, what happens to the distribution of power on the Eurasian continent will be of decisive importance to America’s global primacy and to America’s historical legacy.”  (p.194)

”…the Eurasian Balkans – threatens to become a cauldron of ethnic conflict and great-power rivalry.” (p.195)

“Without sustained and directed American involvement, before long the forces of global disorder could come to dominate the world scene. And the possibility of such a fragmentation is inherent in the geopolitical tensions not only of today’s Eurasia but of the world more generally.” (p.194)

“With warning signs on the horizon across Europe and Asia, any successful American policy must focus on Eurasia as a whole and be guided by a Geostrategic design.” (p.197)

“That puts a premium on maneuver and manipulation in order to prevent the emergence of a hostile coalition that could eventually seek to challenge America’s primacy…” (p. 198)

“The most immediate task is to make certain that no state or combination of states gains the capacity to expel the United States from Eurasia or even to diminish significantly its decisive arbitration role.” (p. 198)

“In the long run, global politics are bound to become increasingly uncongenial to the concentration of hegemonic power in the hands of a single state. Hence, America is not only the first, as well as the only, truly global superpower, but it is also likely to be the very last.” (p.209)

“Moreover, as America becomes an increasingly multi-cultural society, it may find it more difficult to fashion a consensus on foreign policy issues, except in the circumstance of a truly massive and widely perceived direct external threat.”  (p. 211) [Emphasis added]

The Horror – And Comments From Someone Who Worked With Brzezinski

Brzezinski’s book is sublimely arrogant. While singing the praises of the IMF and the World Bank, which have economically terrorized nations on every continent, and while totally ignoring the worldwide terrorist actions of the U.S. government that have led to genocide; cluster bombings of civilian populations from Kosovo, to Laos, to Iraq, to Afghanistan; the development and battlefield use of both biological and chemical agents such as Sarin gas; and the financial rape of entire cultures it would leave the reader believing that such actions are for the good of mankind.

While seconded from the German defense ministry to NATO in the late 1970s, Dr. Johannes Koeppl - mentioned at the top of this article - traveled to Washington on more than one occasion. He also met with Brzezinski in the White House on more than one occasion. His other Washington contacts included Steve Larabee from the CFR, John J. McCloy, former CIA Director, economist Milton Friedman, and officials from Carter’s Office of Management and Budget. He is the first person I have ever interviewed who has made a direct presentation at a Bliderberger conference and he has also made numerous presentations to sub-groups of the Trilateral Commission. That was before he spoke out against them.

His fall from grace was rapid after he realized that Brzezinski was part of a group intending to impose a world dictatorship. “In 1983/4 I warned of a take-over of world governments being orchestrated by these people. There was an obvious plan to subvert true democracies and selected leaders were not being chosen based upon character but upon their loyalty to an economic system run by the elites and dedicated to preserving their power.

“All we have now are pseudo-democracies.”

Koeppl recalls meeting U.S. Congressman Larry McDonald in Nuremburg in the early 80s. McDonald, who was then contemplating a run for the Presidency, was a severe critic of these elites. He was killed in the Russian shootdown of Korean Air flight 007 in 1985. Koeppl believes that it might have been an assassination. Over the years many writers have made these allegations about 007 and the fact that someone with Koeppl’s credentials believes that an entire plane full of passengers would be destroyed to eliminate one man offers a chilling opinion of the value placed on human life by the powers that be.

In 1983, Koeppl warned, through Op-Ed pieces published in NEWSWEEK and elsewhere, that Brzezinski and the CFR were part of an effort to impose a global dictatorship. His fall from grace was swift. “It was a criminal society that I was dealing with. It was not possible to publish anymore in the so-called respected publications. My 30 year career in politics ended.

“The people of the western world have been trained to be good consumers; to focus on money, sports cars, beauty, consumer goods. They have not been trained to look for character in people. Therefore what we need is education for politicians, a form of training that instills in them a higher sense of ethics than service to money. There is no training now for world leaders. This is a shame because of the responsibility that leaders hold to benefit all mankind rather than to blindly pursue destructive paths.

“We also need education for citizens to be more efficient in their democracies, in addition to education for politicians that will create a new network of elites based upon character and social intelligence.”

As to the present conflict Koeppl expressed the gravest concerns, “This is more than a war against terrorism. This is a war against the citizens of all countries. The current elites are creating so much fear that people don’t know how to respond. But they must remember. This is a move to implement a world dictatorship within the next five years. There may not be another chance.”

Here's something I wrote and posted at the cia-drugs list at the time. Being an artist/philosopher type, I'm more interested in the social/psychological/spiritual dimensions of it all. What a bleeding stinking mess!

Now I know that even in my most paranoiac moments (which were pretty paranoid to begin with) I was still giving our human situation too much credit. I first began to think something was wrong when I was in the first grade and they were teaching us to read: "Look at the word LOOK," my first grade teacher, a Mrs. Florence, said holding up the card with the block letters on it. "Repeat after me: 'L, O, O, K'," she SPELLED and all the other kids did. They repeated after her: "L, O, O, K" as she moved her middle finger along the card pointing to each and every letter. I didn't. I thought to myself: "These fuckers are SCREWING with MY MIND!" As a defense, I very neatly divided my attention. Half of it went out the window never to fully return; the other half stayed inside the red brick schoolhouse. I determined right there and then that I was a hostage. I learned and I learned how to learn but I also learned to question, even if I kept a lot of my *real* questions to myself.

Later on, when I was a little older, and I began to understand the threat of nuclear annihilation that was growing all around me, I understood something else. I was only a teenager, but somehow something very unusual had crossed my desk. It was a pamphlet that was meant to be seen only by adults in government. I don't remember anything about it now except that it had in it lists of things, various documents, legal and so forth, of which microfilm copies were being made to be stored underground so they could be used after a nuclear war. Civilization and its inhabitants might parish, but the legal documents that bound it together would remain safe. It was then that I realized that all adults were insane. This is important because, it was no longer just a matter of me being in mere hostile territory. Hostile territory, yes, but now I saw my jailers were crazy!

To prove my point, I began asking people pointedly, "What is the difference between a Capitalist and a Communist?" NOT ONE PERSON I ASKED ever gave me the correct answer. And I knew there was only ONE correct answer: "the words in their heads." Even my mother, who was fairly sensitive and astute, didn't get it. I ask her, "Where is the line that divides any nation from another?" She pulled out a map and showed me. I said, "But those lines on that map have no meaning outside your interpretation of them and that interpretation is located in your mind." She never did get it.

Rather than become a philosopher or psychologist, I chose the role of artistic painter. I did this because it seemed to me that of all the 'whatevers' one could become in this world, the painter was the least tied to any one particular point of view. Yes, the painter must be aware of the history of his art, but that history has left a record that is OTHER than the written word; other than what art historians, art critics and even other artists have had to SAY about it. From studying that history I came to understand how it is that our perceptions of reality are shaped; came to understand that 'reality' itself is an artifact.

I have to admit, though, there was one thing I didn't believe: I didn't believe in the existence of EVIL. I thought people were just crazy, basically misguided, out of touch, but not essentially evil. But now I see that although that is true in the main (most people are basically good) there are SOME people who are TRULY EVIL. The old homage about money, power and EVIL--it's quite true. Only I've not wanted to accept what TRUE EVIL is. TRUE EVIL IS A MAN WHO WILL KILL YOU WITHOUT ONE HESITATION SIMPLY BECAUSE HE'S BEEN TOLD IT'S THE RIGHT THING TO DO AND HE BELIEVES IT. And, I have to point out for those of you who don't yet quite 'get it' that "KILL" doesn't just mean make your heart stop beating. The soul of a man can be desecrated leaving his mind vulnerable; and when that has been wasted, what of it to stop the heart?

The way I see it is we're not only surrounded, we've been penetrated. They've got us coming and going. There is absolutely not a f*cking thing we can do to change this situation. They are in control. We, any of us, continue exist only to the extent that we are NOT a threat. They have weapons we couldn't dream up in our worst nightmares. What we've seen them use so far is NOTHING compared to what they CAN and WILL use if they have to. And most importantly we must understand that ANY attempt on our part to CHANGE the situation, ESPECIALLY by violent means, will be met with force far superior to our own. Mark my words on that: it would be playing right into their game plan. An attempted coup d'étas, especially at higher levels, would not only justify martial law but the subsequent dictatorship. In fact, it is my belief, that, should the current story unravel sufficiently in the minds of more than a few easily margenlizable paranoiacs, the cover story will be that THAT is precisely WHAT 9/11 was. Who could prove otherwise? Whom would you believe? And so what if you didn't believe the BIG LIE?

In one experiment during the Cold War a cat, dubbed Acoustic Kitty, was wired up for use as an eavesdropping platform. It was hoped that the animal - which was surgically altered to accommodate transmitting and control devices - could listen to secret conversations from window sills, park benches or dustbins.

Victor Marchetti, a former CIA officer, told The Telegraph that Project Acoustic Kitty was a gruesome creation. He said: "They slit the cat open, put batteries in him, wired him up. The tail was used as an antenna. They made a monstrosity. They tested him and tested him. They found he would walk off the job when he got hungry, so they put another wire in to override that."

Mr Marchetti said that the first live trial was an expensive disaster. The technology is thought to have cost more than £10 million. He said: "They took it out to a park and put him out of the van, and a taxi comes and runs him over. There they were, sitting in the van with all those dials, and the cat was dead."

The document, which was one of 40 to be declassified from the CIA's closely guarded Science and Technology Directorate - where spying techniques are refined - is still partly censored. This implies that the CIA was embarrassed about disclosing all the details of Acoustic Kitty, which took five years to design.

Dr Richelson, who is the a senior fellow at the National Security Archive in Washington, said of the document: "I'm not sure for how long after the operation the cat would have survived even if it hadn't been run over."

The memo ends by congratulating the team who worked on the Acoustic Kitty project for its hard work. It says: "The work done on this problem over the years reflects great credit on the personnel who guided it . . . whose energy and imagination could be models for scientific pioneers."

By coincidence, in 1966, a British film called Spy With a Cold Nose featured a dog wired up to eavesdrop on the Russians. It was the same year as the Acoustic Kitty was tested.

CIA's 'spy cat' goes splat

It should have been the perfect spy. But the CIA's attempt to use a surgically altered cat as a covert bugging device fell at the first hurdle – when it was run over by a taxi.

Nicknamed "Acoustic Kitty", the audacious scheme was one of a number of bizarre projects dreamt up by military scientists in the latter days of the Cold War, according to documents newly released by the US National Security Archive. A domestic cat was wired up with control and transmission equipment designed to turn it into a mobile "eavesdropper" capable of listening in on conversations by using its tail as an antenna.

In an account related in a new book by US intelligence historian Dr Jeffrey Richelson, a former CIA agent explains that the experiment was not an unqualified success.

Victor Marchetti, an ex-officer with the agency, recalls: "They slit the cat open, put batteries in him, wired him up. The tail was used as an antenna. They made a monstrosity. They tested and tested him. They found he would walk off the job when he got hungry, so they put another wire in to override that.

"Finally, they're ready. They took it to a park and said, 'listen to those two guys. Don't listen to anyone else – not the birds, not cat or the dog – just those two guys!'

"Then they put him out of the van, and a taxi comes and runs him over!"

Marchetti's testimony is one of several relating to the failed experiment quoted in Dr Richelson's book, The Wizards of Langley: The CIA's Directorate of Science and Technology.

"Acoustic Kitty" was by no means the biggest failure in the annals of CIA espionage. Others chronicle the use of mind control drugs that led to the suicide of an Army scientist, and futile attempts to use poison pens and exploding seashells to assassinate Cuban leader Fidel Castro.

Summary

On the 9th of September while General Ahmad was in the US, the leader of the Northern Alliance Commander Ahmad Shah Masood was assassinated. The Northern Alliance had informed the Bush Administration that the ISI was allegedly implicated in the assassination.

The Bush Administration consciously took the decision in "the post September 11 consultations" with Lt. General Mahmoud Ahmad to directly "cooperate" with Pakistan's military intelligence (ISI) despite its links to Osama bin Laden and the Taliban and its alleged role in the assassination of Commander Masood, which coincidentally occurred two days before the terrorist attacks.

Meanwhile, senior Pentagon and State Department officials had been rushed to Islamabad to put the finishing touches on America's war plans. And on the Sunday prior to the onslaught of the bombing of major cities in Afghanistan (October 7th), Lt. General Mahmoud Ahmad was sacked from his position as head of the ISI in what was described as a routine "reshuffling."

In the days following General Ahmad's dismissal, a report published in the Times of India, revealed the links between Pakistan's Chief spy Lt. General Mahmoud Ahmad and the presumed "ring leader" of the WTC attacks Mohamed Atta. The Times of India article was based on an official intelligence report of the Delhi government that had been transmitted through official channels to Washington. Quoting an Indian government source Agence France Press (AFP) confirms in this regard that: "The evidence we [the Government of India] have supplied to the US is of a much wider range and depth than just one piece of paper linking a rogue general to some misplaced act of terrorism."

The revelation of the Times of India article has several implications. The Indian intelligence report not only points to the links between ISI Chief General Ahmad and terrorist ringleader Mohamed Atta, it also indicates that other ISI officials might have had contacts with the terrorists. Moreover, it suggests that the September 11 attacks were not an act of "individual terrorism" organised by a separate Al Qaeda cell, but rather they were part of coordinated military-intelligence operation, emanating from Pakistan's ISI.

The Times of India report also sheds light on the nature of General Ahmad's "business activities" in the US during the week prior to September 11, raising the distinct possibility of ISI contacts with Mohamed Atta in the US "prior" to the attacks on the WTC, precisely at the time when General Mahmoud and his delegation were on a so-called "regular visit of consultations" with US officials.

In assessing the alleged links between the terrorists and the ISI, it should be understood that Lt. General Ahmad as head of the ISI was a "US approved appointee". As head of the ISI since 1999, he was in liaison with his US counterparts in the CIA, the Defense Intelligence Agency (DIA) and the Pentagon. Also bear in mind that Pakistan's ISI remained throughout the entire post Cold War era until the present, the launch-pad for CIA covert operations in the Caucasus, Central Asia and the Balkans

The existence of an "ISI-Osama-Taliban axis" was a matter of public record. The links between the ISI and agencies of the US government including the CIA are also a matter of public record. The Bush Administration was fully cognizant of Lt. General Ahmad's role. In other words, rather than waging a campaign against international terrorism, the evidence would suggest that it is indirectly abetting international terrorism, using the Pakistani ISI as a "go-between".

The Bush Administration's links with Pakistan's ISI --including its "consultations" with General Ahmad in the week prior to September 11-- raise the issue of "complicity". While Ahmad was talking to US officials at the CIA and the Pentagon, ISI officials were allegedly also in contact with the September 11 terrorists.

In other words, according to the Indian government intelligence report, the perpetrators of the September 11 attacks had links to Pakistan's ISI, which in turn has links to agencies of the US government. What this suggests is that key individuals within the US military-intelligence establishment might have known about the ISI contacts with the September 11 terrorist "ring-leader" Mohamed Atta and failed to act.

Whether this amounts to the complicity of the Bush Administration remains to be firmly established. The least one can expect at this stage is an inquiry. What is crystal clear, however, is that this war is not a "campaign against international terrorism". It is a war of conquest with devastating consequences for the future of humanity. And the American people have been consciously and deliberately misled by their government. Whether this amounts to the complicity of the Bush Administration remains to be firmly established.

Ultimately the truth must prevail. The falsehoods behind America's war against the people of Afghanistan must be unveiled.

Complete Text

Two days after the terrorist attacks on the World Trade Centre and the Pentagon, a delegation led by the head of Pakistan's military intelligence agency (ISI) Lt. Gen. Mahmoud Ahmed, was in Washington for high level talks at the State Department.1

Most US media conveyed the impression that Islamabad had put together a delegation at Washington's behest, and that the invitation to the meeting had been transmitted to the Pakistan government "after" the tragic events of September 11.

But this is not what happened!

Pakistan's chief spy Lt. General Mahmoud Ahmad "was in the US when the attacks occurred." 2. According to the New York Times, "he happened to be here on a regular visit of consultations." 3

Not a word was mentioned regarding the nature of his "business" in the US in the week prior to the terrorist attacks. According to Newsweek, he was "on a visit to Washington at the time of the attack, and, like most other visitors, is still stuck there," unable to return home because of the freeze on international airline travel 4

General Ahmad had in fact arrived in the US on the 4th of September, a full week before the attacks. 5 Bear in mind that the purpose of his meeting at the State Department on the 13th was only made public "after" the September 11 terrorist attacks, when the Bush Administration took the decision to formally seek the "cooperation" of Pakistan in its "campaign against international terrorism."

The press reports confirm that Lt. General Mahmoud Ahmad had two meetings with Deputy Secretary of State Richard Armitage, respectively on the 12th and 13th. 6 After September 11, he also met Senator Joseph Biden, chairman of the powerful Committee on Foreign Relations of the Senate.

Confirmed by several press reports, however, he also had "a regular visit of consultations" with US officials during the week prior to September 11, --i.e. meetings with his US counterparts at the CIA and the Pentagon. 7

What was the nature of these routine "consultations"? Were they in any way related to the subsequent "post-September 11 consultations" pertaining to Pakistan's decision to cooperate with Washington, held behind closed doors at the State Department on September 12 and 13? Was the planning of war being discussed between Pakistani and US officials?

"The ISI-Osama-Taliban Axis"

On the 9th of September, the leader of the Northern Alliance Commander Ahmad Shah Masood was assassinated. The Northern Alliance had informed the Bush Administration that the ISI was allegedly implicated in the assassination: The Northern Alliance had confirmed in an official statement that:

a `Pakistani ISI-Osama-Taliban axis' [was responsible] of plotting the assassination by two Arab suicide bombers.... `We believe that this is a triangle between Osama bin Laden, ISI, which is the intelligence section of the Pakistani army, and the Taliban,' 8

More generally, the complicity of the ISI in the "ISI-Osama-Taliban axis" was a matter of public record, confirmed by congressional transcripts and numerous intelligence reports.9

The Bush Administration Cooperates with Pakistan's Military-Intelligence

The Bush Administration consciously took the decision in "the post September 11 consultations" at the State Department to directly "cooperate" with Pakistan's military intelligence (ISI) despite its links to Osama bin Laden and the Taliban and its alleged role in the assassination of Commander Masood, which coincidentally occurred two days before the terrorist attacks.

Meanwhile, the Western media --in the face of mounting evidence-- had remained silent on the insidious role of Pakistan's Military Intelligence agency (ISI). The assassination of Masood was mentioned, but its political significance in relation to September 11 and the subsequent decision to go to war against Afghanistan, was barely touched upon.

Without discussion or debate, Pakistan had been heralded as a "friend" and ally of America.

In an utterly twisted logic, the US media had concluded in chorus that:

US officials had sought cooperation from Pakistan [precisely] because it is the original backer of the Taliban, the hard-line Islamic leadership of Afghanistan accused by Washington of harboring bin Laden. 10

From The Horse's Mouth

Nobody seemed to have noticed the obtrusive and unsubtle falsehoods behind the Administration's "campaign against international terrorism", with perhaps the exception of an inquisitive journalist who questioned Colin Powell at the outset of his State department briefing on Thursday September 13th:

[Does] the U.S. see Pakistan as an ally or, as the "Patterns of Global Terrorism" pointed out, a place where terrorist groups get training. Or is it a mixture?" 11

"Patterns of Global Terrorism" referred by the journalist (at http://www.state.gov/s/ct/rls/pgtrpt/2000/) is a publication of the US State Department which confirms that the government of President Pervez Musharraf has links to international terrorism:

The United States remains concerned about reports of continued Pakistani support for the Taliban's military operations in Afghanistan. Credible reporting indicates that Pakistan is providing the Taliban with materiel, fuel, funding, technical assistance, and military advisers. Pakistan has not prevented large numbers of Pakistani nationals from moving into Afghanistan to fight for the Taliban. Islamabad also failed to take effective steps to curb the activities of certain madrassas, or religious schools, that serve as recruiting grounds for terrorism. 12

Behind Close Doors at the State Department

The Bush Administration had sought the "cooperation" of those, who were directly supporting and abetting the terrorists. Absurd, but at the same time consistent with Washington's broader strategic and economic objectives in Central Asia.

The meeting behind closed doors at the State Department on September 13 between Deputy Secretary of State Richard Armitage and Lt. General Mahmoud Ahmad was shrouded in secrecy. Remember President Bush was not even involved in these crucial negotiations:

"Deputy Secretary of State Richard Armitage handed over [to ISI chief Mahmoud Ahmad] a list of specific steps Washington wanted Pakistan to take".13 "After a telephone conversation between [Secretary of State Colin] Powell and Pakistani President Pervez Musharraf, State Department spokesman Richard Boucher said Pakistan had promised to cooperate." 14 President George W. Bush later confirmed (also on the morning of September 13th) that the Pakistan government had accepted "to cooperate and to participate as we hunt down those people who committed this unbelievable, despicable act on America''. 15

Former Iran-Contragate Officials Call the Shots

Bear in mind that Richard Armitage had served as Assistant Secretary of Defense for International Security under the Reagan Administration. "He worked closely with Oliver North and was involved in the Iran-contra arms smuggling scandal." 16

In many regards, the pattern of Bush Junior appointments replicate the Iran-Contragate team of the Reagan and Bush senior administrations:

The same kind of appointments are being made in foreign policy. Bush has been choosing people from the most dubious part of the Republican stable of the 1980s, those engaged in the Iran-Contra affair... Armitage served as Assistant Secretary of Defense for International Security Affairs in the Reagan years, but a 1989 appointment in the elder Bush administration was withdrawn before hearings because of controversy over Iran-Contra and other scandals. 17

Armitage was one of the main architects behind US covert support to the Mujahedin and the "militant Islamic base, both during the Afghan-Soviet war as well as in its aftermath. US covert support was financed by the Golden Crescent drug trade.

This pattern has not been fundamentally altered. It still constitutes an integral part of US foreign policy by the Bush Administration and the basis of CIA covert operations.

Pakistan's Chief Spy on Mission to Afghanistan

On September 13th, Pakistan President Pervez Musharraf confirmed that he would send chief spy Lt. General Mahmoud Ahmad to meet the Taliban and negotiate the extradition of Osama bin Laden. This decision was at Washington's behest, most probably agreed upon during the meeting between Dick Armitage and General Mahmoud at the State Department.

Pakistan's chief spy is rapidly whisked back from Washington to Islamabad:

At American urging, Ahmed traveled ... to Kandahar, Afghanistan. There he delivered the bluntest of demands. Turn over bin Laden without conditions, he told Taliban leader Mohammad Omar, or face certain war with the United States and its allies. 18

Mahmoud's meetings on two separate missions with the Taliban were reported as a "failure." Yet this "failure" to extradite Osama was part of Washington's design, providing a pretext for a military intervention which was already in the pipeline. If Osama had been extradited, the main justification for waging a war "against international terrorism" would no longer hold. And the evidence suggests that this war had been planned well in advance of September 11, in response to broad strategic and economic objectives.

Meanwhile, senior Pentagon and State Department officials had been rushed to Islamabad to put the finishing touches on America's war plans. And on Sunday prior to the onslaught of the bombing of major cities in Afghanistan by the US Air Force (October 7th), Lt. General Mahmoud Ahmad was sacked from his position as head of the ISI in what was described as a routine "reshuffling."

"The Missing Link"

In the days following Lt. General Mahmoud Ahmad's dismissal, a report published in the Times of India, which went virtually unnoticed by the Western media, revealed the links between Pakistan's Chief spy Lt. General Mahmoud Ahmad and the presumed "ring leader" of the WTC attacks Mohamed Atta. In many regards, the Times of India report constitutes "the missing link" to an understanding of who was behind the terrorist attacks of September 11:

While the Pakistani Inter Services Public Relations claimed that former ISI director-general Lt-Gen Mahmoud Ahmad sought retirement after being superseded on Monday [8 October], the day the US started bombing Afghanistan], the truth is more shocking. Top sources confirmed here on Tuesday [October 9], that the general lost his job because of the "evidence" India produced to show his links to one of the suicide bombers that wrecked the World Trade Centre. The US authorities sought his removal after confirming the fact that $100,000 were wired to WTC hijacker Mohammed Atta from Pakistan by Ahmad Umar Sheikh at the instance of Gen. Mahmoud. Senior government sources have confirmed that India contributed significantly to establishing the link between the money transfer and the role played by the dismissed ISI chief. While they did not provide details, they said that Indian inputs, including Sheikh's mobile phone number, helped the FBI in tracing and establishing the link.

A direct link between the ISI and the WTC attack could have enormous repercussions. The US cannot but suspect whether or not there were other senior Pakistani Army commanders who were in the know of things. Evidence of a larger conspiracy could shake US confidence in Pakistan's ability to participate in the anti-terrorism coalition. 19

According to FBI files, Mohamed Atta was "the lead hijacker of the first jet airliner to slam into the World Trade Center and, apparently, the lead conspirator" 20

The Times of India article was based on an official intelligence report of the Delhi government that had been transmitted through official channels to Washington. Agence France Press (AFP) confirms in this regard that:

A highly-placed government source told AFP that the "damning link" between the General and the transfer of funds to Atta was part of evidence which India has officially sent to the US. `The evidence we have supplied to the US is of a much wider range and depth than just one piece of paper linking a rogue general to some misplaced act of terrorism,' the source said. 21

Pakistan's Military-Intelligence Agency behind September 11?

The revelation of the Times of India article has several implications. US Approved Appointee

In assessing the alleged links between the terrorists and the ISI, it should be understood that Lt. General Mahmoud Ahmad as head of the ISI was a "US approved appointee". As head of the ISI since 1999, he was in liaison with his US counterparts in the CIA, the Defense Intelligence Agency (DIA) and the Pentagon. Also bear in mind that Pakistan's ISI remained throughout the entire post Cold War era until the present, the launch pad for CIA covert operations in the Caucasus, Central Asia and the Balkans 22

In other words, General Mahmoud Ahmad as head of the ISI was serving US foreign policy interests. His dismissal on the orders of Washington was not the result of a fundamental political disagreement. Without US support channeled through the Pakistani ISI, the Taliban would not have been able to form a government in 1996. Jane Defense Weekly confirms in this regard that "half of Taliban manpower and equipment originate[d] in Pakistan under the ISI," which in turn was supported by the US.23 Moreover, the assassination of the leader of the Northern Alliance General Ahmad Shah Masood --in which the ISI is alleged to have been implicated-- was not in contradiction with US foreign policy objectives. Since the late 1980s, the US had consistently sought to side-track and weaken Masood who was perceived as a nationalist reformer, by providing support to both to the Taliban and the Hezb-I-Islami group led by Gulbuddin Hektmayar against Masood .

Corroborated by Congressional Transcripts

Corroborated by the House of Representatives Internaitonal Relations Committee, US support funneled through the ISI to the Taliban and Osama bin Laden has been a consistent policy of the US Administration since the end of the Cold War:

...[T]he United States has been part and parcel to supporting the Taliban all along, and still is let me add... You have a military government [of President Musharraf] in Pakistan now that is arming the Taliban to the teeth....Let me note; that [US] aid has always gone to Taliban areas... We have been supporting the Taliban, because all our aid goes to the Taliban areas. And when people from the outside try to put aid into areas not controlled by the Taliban, they are thwarted by our own State Department... At that same moment, Pakistan initiated a major resupply effort, which eventually saw the defeat, and caused the defeat, of almost all of the anti-Taliban forces in Afghanistan. 24

Cover-up and Complicity?

The existence of an "ISI-Osama-Taliban axis" is a matter of public record. The links between the ISI and agencies of the US government including the CIA are also a matter of public record.

Pakistan's ISI has been used by successive US adminstrations as "a go-between." Pakistan's military-intelligence apparatus, constitutes the core institutional support to both Osama's Al Qaeda and the Taliban. Without this institutional support, there would be no Taliban government in Kabul. In turn, without the unbending support of the US government. there would be no powerful military-intelligence apparatus in Pakistan.

Senior officials in the State Department were fully cognizant of General Mahmoud Ahmad's role. In the wake of September 11, the Bush Administration consciously sought the "cooperation" of the ISI which had been supporting and abetting Osama bin Laden and the Taliban.

In other words, the Bush Administration's relations with Pakistan's ISI --including its "consultations" with General Mahmoud Ahmad in the week prior to September 11-- raise the issue of "cover-up" as well as "complicity". While Ahmad was talking to US officials at the CIA and the Pentagon, the ISI allegedly had contacts with the September 11 terrorists.

According to the Indian government intelligence report (referred to in the Times of India), the perpetrators of the September 11 attacks had links to Pakistan's ISI, which in turn has links to agencies of the US government.
