Was that a metaphor for Dubby and the Dick perhaps? I've always thought about the parallels between that cartoon and the NWO/PNAC crowd.
Interesting that Genghis Khan, Noriega and Saddam were the "baddies" here- disguised propaganda for the children perhaps.
Aside from that little bit, I've suspected for years that cartoon could have some hidden social commentary. There are several others that fall in that category (South Park, Lil' Bush, and periodically, a couple of those FOX shows, strangely enough at Rupert Murdoch enterprises).
