Was that a metaphor for Dubby and the Dick perhaps? I've always thought about the parallels between that cartoon and the NWO/PNAC crowd.
Interesting that Genghis Khan, Noriega and Saddam were the "baddies" here- disguised propaganda for the children perhaps.
Aside from that little bit, I've suspected for years that cartoon could have some hidden social commentary. There are several others that fall in that category (South Park, Lil' Bush, and periodically, a couple of those FOX shows, strangely enough at Rupert Murdoch enterprises).
Here's an example from South Park (about the 2004 Bonehead (s)Election):

I especially loved the campaign song:" Let's get out and vote!
Let's make our voices heard.
We've been given the right to choose,
between a douche and a turd.
It’s democracy in action!
Put your freedom to the test.
A big fat turd or a stupid douche,
which do you like best?"
Sadly, it may be even more applicable in 2008 with the 3 "mainstream" Corporate Remublicrat candidates, provided that there even is
EDIT: That's a great page TO- I've already seen (and recommend) about half of them already.
